mentionは「思い出させる」という意味がある。「軽く触れる」「話題として軽く触れる」という意味で「述べる」「言及する」という意味がある。refer toも「述べる」と訳されるが、referには「判断し難い問題を専門家に委ねる」というニュアンスがあることから、mentionよりもしっかりとした話題として触れる、という意味になる。describeは「描写する」「記述する」という意味をもつ。
