publishは出版物などを「発行する」「出版する」。issueは公的なものを「発行する」という意味で用いられる。

・	publish a novel   小説を出版する

・	The school newsletter was published last Friday containing the details of all 2017 school activities.
	2017年の全ての学校活動の詳細を含んだスクールニュースレターが先週の金曜日に発行されました。

・	The magazine published a review of the latest smartphone.
	その雑誌は最新のスマートフォンのレビューを掲載しました。
・	The newspaper is published weekly.
	その新聞は毎週発行されています。
・	This book is of such importance that it must be published at any cost.
	この本はとても重要であるから如何なる犠牲を払っても、出版されなければならない。
